UEF SOGREA Site - Specific Application

Once your Pre-Qualification Application has been Selected, you may submit applications for individual projects (e.g. specific mini-grid sites) on a rolling basis. 

Download and review the Site-Specific Project Application Documents

  1. Navigate to the Programs > UEF SOGREA section
  2. Go to the Resources tab of the program to download and review the Site-specific Stage / Project Application documents

Create a Project

  1. Navigate to the Assets section within the UEF SOGREA program. Learn more about Creating a Project.
  2. On the Information tab, ensure the "UEF SOGREA" window you're participating is selected in from the Program dropdown in order to assign the project to the UEF program. You MUST  assign the project to the Universal Energy Facility in order to submit it.
  3. If you collects tariffs in "Sierra Leonean Leone", then select this option under Tariff Currency
    1. Enter the Exchange Rate, you can view the latest USD -> SLE currency exchange rates by selecting "View Rates".
  4. UEF Requirement
    1. Ensure you name your project using the following naming convention: "[Community Name]". If you are submitting an expansion site, name your project using the following naming convention: “[Community Name] - Expansion”

    Complete the project data modules

    Complete the initial technical analysis for the project. Please read an overview of each project module as well as the UEF requirements (as stated in the UEF Operating Manual and Project Applications Instructions) for completing each module below. Detailed instructions for how to use each module can be followed in the pre-development user guides.
    • Information
      • The information module of the project contains the site information that was provided when creating the project. Learn more about completing your site information.

      • If you collects tariffs in "Sierra Leonean Leone", then select this option under Tariff Currency
        1. Enter the Exchange Rate, you can view the latest USD -> SLE currency exchange rates by selecting "View Rates".
      • UEF Requirement:

        • Ensure you name your project using the following naming convention: "[Community Name]". If you are submitting an expansion site, name your project using the following naming convention: “[Community Name] - Expansion”

    • Project Application

      • In the Project Application, you’ll complete the form with information on your site development including whether it is an expansion site or new mini-grid. 

      • In the Document checklist, you must upload the following files:

        • Local Support - MOU or letter from proposed site’s community council, executive, chief, or other community-level person/entity with competent authority to grant local project approval/support

        • Financial resources - Bank statement(s) showing cash balance as dictated in section 4.6 “Available cash” of the UEF Operating Manual, plus letters of commitment from related parties if bank accounts are not held by the Applicant

        • Legal and licensing compliance - EIA reports and certificates for all proposed sites, evidence of application being undertaken, or appropriate exemption from regulatory body, as required in country of operation

        • Other concessional funding - Official notarized letter from applicant stating that the proposed project has not received other site-specific connection-based concessional funding, including but not limited to tender awards, grants, subsidies, and incentives

        • A signed warrant (Appendix A) specifying that the Applicant has read, understand, and will comply with the technical standards this document and the design and component requirements in Appendix A.


    • Load

      • In the load module, you will provide information on the number and type of customers as well as the projected load profile. Learn more about creating a load assessment.

      • Submitting a mini-grid expansion project?  Please follow the steps below:

        • Tracking existing customers - create a customer type for each existing customer group and name the customer type “Existing _ [Customer type name]”

        • Tracking new customers - create a customer type for each new customer group you plan to serve through the grid densification upgrades and name the customer type “New _ [Customer type name]”

    • Generation Design

      • Once your load profile in Odyssey is complete, you can design a generation system.

      • Odyssey is integrated with HOMER Energy to enable rapid system design based on your load assessment.  Learn more about designing your generation system

      • UEF Requirement: The proposed generation design must have a load availability of at least 97% and renewable energy production of 60%, verified via the UEF Platform’s embedded HOMER module. If HOMER cannot be used, please provide other technical justification in the Information > Project Files section of your Site-Specific Project Application.

      • Submitting a mini-grid expansion project?

        • Complete information on each component in your existing mini-grid and enter $0 for the Total Unit Cost for all components existing at the site 

    • If you are expanding the generation system:

      • Deselect the toggle next to Enable HOMER Optimization to disable HOMER at the top of the page.

      • Drag and drop a second component into your system for all new components being added to the system and include the Total Unit Cost of the components related to your grid expansion


    • Distribution Design

      • Input capital expenditures related to the distribution network and customer connections. Learn more about inputting distribution design costs.

      • UEF Requirements: 

        • Distribution assets must be grid compatible and approved by the host country regulatory body.

        • Grantees must use customer metering solutions that can be integrated with the UEF Platform. This enables the UEF to remotely verify connections in an efficient and affordable manner.

      • Submitting a mini-grid expansion project? 

        • Only include the distribution network and customer connection costs required for the expansion of the distribution system at the mini-grid expansion site.

    • General Costs

      • Input general costs related to site development and operating expenses. Learn more about tracking general costs.

      • Submitting a mini-grid expansion project? 

        • Only include the costs and balance of materials required for the expansion of the distribution system at the mini-grid expansion site.

    • Revenue

      • The Revenues module calculates your revenues based on your defined tariff structure and forecasted load profile. Learn more about entering revenue structures. 

      • Select the currency that the revenue is collected as at the top of the page. 

    • Financial

      • In the Financials section, you will enter project-level sensitivities and account for ramping/growth rates for your load assessment. The financial page uses all the information you entered into Odyssey to calculate key financial metrics. Learn more about calculating project financials.

    Complete your Portfolio

    A portfolio groups your site-specific applications for each mini-grid project into one UEF SOGREA submission where you will provide responses and additional documentation for the entire portfolio of sites in your submission.
    • Create your portfolio
      • Navigate to the My Projects section of Odyssey
      • Select the projects you want to include in your submission
      • Navigate to the clipboard icon at the top of the page and click on Create Portfolio
      • Name your portfolio and select the checkbox next to Create Portfolio for Financing (Tenders, RFPs, Investors)
      • Click the Create button. Learn more about creating your portfolio.
    • Complete the form in the Business Plan section of the portfolio
    • Upload the required documents in the portfolio Data Room
    • Submit your Site-Specific Application
      • Navigate to the Portfolio Submission section of the portfolio
      • Click on Submit Proposal to submit your Site Qualification to the UEF
