Call for Proposals Participation Guide

The ASCENT Call for Proposals uses the ASCENT Platform powered by Odyssey exclusively for all tender-related activities. Submissions outside of the platform will not be accepted. 

 

In addition to this participation guide, please review the complete Odyssey user guides and FAQs to troubleshoot any issues, or reach out to the Odyssey support team via the support chat box in the bottom right corner of the application.

Submit the Call for Proposals

Once your Expression of Interest (EOI) application has been Selected, you may submit applications for SHS, PUE, ICS, and individual mini-grid projects (e.g. specific mini-grid sites).

1. Review program information

  • Select the Finance > Programs tab from the left navigation bar
  • Navigate into the ASCENT RESULTS BASED FINANCING (RBF) from the programs list
  • Click the Resources section

  • View and download the program documents

    • Select the documents or folders you would like to download

    • Click the Download button

    • Read all program documents thoroughly before submitting your program application to ensure that you understand all the requirements of the program.


2. Make the required updates to your EOI

All applicants must make the following updates to their EOI application as part of the CfP stage of the ASCENT Results Based Financing (RBF) program. Please check the Messages section of your account to see if your company requires any specific updates.

  • Select the Application tab
  • Select the Updated EOI tab below Application

  • Make the following updates to the content from your previously submitted EOI application in the Form section:

    • Company Profile: Please make sure that all information in this section is related to the parent company or a single corporate entity, since only one application per group of companies will be accepted for this first call for proposals.

    • Management Team: Please make sure that the information in this section aggregates across all subsidiaries operating in countries where you intend to serve customers using ASCENT REAF RBF funding.

    • Financial Information: Please ensure that the financial information submitted in sections 5.1 and 5.2 is aligned with what is in the audited financial statements. Please also ensure that 5.1 and 5.2 include 2024 results and please upload your 2024 audited financial statements (or unaudited if audited is not yet available) for 5.6.

  • Click the Save button periodically to ensure your work is not lost

    • Required questions have red asterisks (*). You will not be able to submit your application until all required fields have been completed. Make sure your responses stay within the word limits or you will not be able to submit.

  • Submit your updated expression of interest

    • Ensure all required fields are completed and all required documents have been uploaded

    • Click the Submit button

3. Submit the Call for Proposals Application

Applicants must submit an application for the CfP stage of the ASCENT Results Based Financing (RBF) program. The limited funding for this Call for Proposals will be processed on a first-come, first-served basis. 

  • Select the Application tab
  • Select the Call for Proposals tab below Application

  • Complete the call for proposal applicaiton in the Form section

    • Click the Save button periodically to ensure your work is not lost

    • Required questions have red asterisks (*). You will not be able to submit your application until all required fields have been completed. Make sure your responses stay within the word limits or you will not be able to submit.

  • Click Attachments at the top of the tab

    • Click Upload Files and select any additional files you would like to upload

    • Select the destination for your files and add tags if you wish

    • Learn more about file management

  • Submit your proposal

    • Ensure all required fields are completed and all required documents have been uploaded

    • If you are applying for mini-grids, you must follow the Step 3. Create a Mini-grid Application before submitting

    • Click the Submit button

      • You will not see the Submit button until you have completed all the required questions. Once submitted you may no longer make edits to your application.

  • Check your Submission Status

    • Navigate to the list in the Programs section; your submission status is listed in the Status column.

    • If your application has been successfully submitted, the status will say "Submitted"

    • If your application is successful, the status of the application will change from “In Review” to “Selected” in your Programs list.


4. Create Mini-grid Application

When applying for mini-grid funding under the ASCENT program, you must provide a detailed mini-grid application for each mini-grid site in addition to the instructions in Step 2. Above. To do this, please follow and fully complete the steps below:
  • Click on Finance > Programs
  • Select the ASCENT RESULTS BASED FINANCING (RBF) program 

  • Navigate to the Assets tab

  • Select the Add Project button and Create a Mini-Grid Project

  • You will need to complete a full mini-grid project for each mini-grid program you are submitting for ASCENT funding

  • Complete the site location information

Complete the project data modules

Complete the initial technical analysis for the project under the Project Design tab. Please read an overview of each project module as well as the program requirements for completing each module below.

Information

The information module of the project contains the site information that was provided when creating the project. Learn more about completing your site information.

Load

In the load module, you will provide information on the number and type of customers as well as the projected load profile. Learn more about creating a load assessment.


Generation Design

Once your load profile in Odyssey is complete, you can design a generation system. Odyssey is integrated with HOMER Energy to enable rapid system design based on your load assessment. Odyssey pulls in your 8760 load profile and site location to design your generation system. Learn more about designing your generation system.

ASCENT Requirement
Each mini grid project will have to be technically viable in its design and may use conventional sources of energy, provided that the diesel use is marginal and renewable generation is prioritized. 

Running HOMER is required. After running HOMER, please refer to the renewable fraction and load availability are reasonable. You can view these results in the Model Output section. You do not need to optimize sizing for each component using HOMER if you have determined your system sizing using another method, but must run HOMER to verify your system will meet performance requirements.



Distribution Design

In the Distribution Design module you will track and categorize capital expenditures related to the distribution network and customer connections.

The distribution system costs will be pulled into the Financials section and used to calculate project financial performance metrics. Learn more about tracking distribution design costs.


Costs 

The Costs module is a place to track and categorize project capital and operating expenditures.
These will be pulled into the Financials module and used to calculate project financial performance metrics. Learn more about

Revenue

The Revenues module calculates your revenues based on your defined tariff structure and forecasted load profile. Learn more  entering your tariff structure


Financial

In the Financials module, you will enter project-level sensitivities and account for ramping/growth rates for your load assessment. The financial module uses all the information you entered into Odyssey to calculate key financial metrics. Learn more about calculating project financials.

5. Submit your Application

Once you have completed the required data modules in the mini-grid application, you can submit your application through the Project Submission module.

Ensure all project data modules and required document uploads in the are completed before submission.


  • To submit your project:

    • Navigate to the Project Submission module.

    • Click the Submit Project to Program button.



Check Your Application Status
Below is a description of the project application statuses set by the program managers. You can use this information to track the status of your application:

  • Under Review
    Your application is currently being reviewed by the program managers.

  • Incomplete
    Your site-specific application is incomplete and requires additional information. Your project has been reopened for editing.

  • Selected
    Your application has been reviewed and accepted. The grant agreement is currently under review.

  • Grant Agreement Signature
    The grant agreement for your project has been signed.

  • Declined
    Your application has not been approved for the program.
