Instructions for Selected Developers

The DREAM program exclusively uses the Odyssey platform for all tender applications. Submissions outside of the platform will not be accepted. Please read the guide thoroughly for instructions on how to submit an application to the DREAM program. In addition to this participation guide, please review the complete Odyssey user guides and FAQs to troubleshoot any issues, or reach out to the Odyssey support team via the support chat box in the bottom right corner of the application.

1. Review program information

  1. Select the Finance > Programs tab from the left navigation bar
  2. Select DREAM – Tender Phase from the programs list
  3. Click the Resources section
  4. View and download the program documents
    1. Select the documents or folders you would like to download
    2. Click the Download button
    3. Read all program documents thoroughly before submitting your program and project applications to ensure that you understand all the requirements.
    4. You can also communicate with the Program Administrator via the Messages section.

2. Create your Full Proposal Application

  1. Navigate to the Claims section
  2. Navigate into any of the 9 project sites that belong to the (DREAM- Tender Phase) program to complete the required data modules.
    1. The sites are numbered according to their corresponding regional lot (see below for more information on regional lots).

  3. Complete the project data modules for the lots you are bidding on.
    1. Complete the initial technical analysis and application within each project data module.
    2. Please read an overview of each project module as well as the DREAM program requirements for completing each module below. Detailed instructions for how to use each module can be followed in the Odyssey pre-development user guides.

  1. You can bid for a minimum of 2 lots and a maximum of 3 Lots.
  2. Please see the table below for the breakdown of sites within the each regional lot.

Overview 

  1. Access any of the project’s data modules and user guides in the Pre-Development section of the Overview module. 

Information

  1. The Information module of the project contains the site information that was provided when creating the project. 
  2. If you have any files relevant to the specific site you can upload them in the Project Files section by Navigating to Information > Project Files > Upload Files.

Project Application 

  1. In the Project Application module, you will fill out information specific to your project site, including details on your proposed milestones. 
  2. Below are some examples of specific activities to be included in the Milestone Breakdown: 

 

  • Milestone 1 – Inception

    • Feasibility studies finalized

    • Request to Arene for concession submitted

    • Identification/agreements with suppliers finalized

    • Key positions of the team completed

    • Amount in co-investment confirmed

  • Milestone 2 – Construction

    • Equipment/components in the site

    • Concession from Arene as being granted

    • Percentage of the civil/electrical work concluded

    • Amount (£) in co-investment confirmed

  • Milestones 3 – Pre-Commissioning

    • Number of connections concluded

    • Amount in co-investment confirmed

Load

  1. In the Load module, you have been provided information on the number and type of customers as well as the projected load profile.
  2. You can toggle between the  Hour, Day and Month on the Hour graph to visualize seasonal and/or weekday/weekend variability in demand.


  3. DREAM Requirement:
You are allowed to include any additional load you want to power but do not edit the existing load profiles. Learn more about creating a load assessment.

Generation Design

  1. Odyssey is integrated with HOMER Energy to enable rapid system design based on your load assessment. 
  1. HOMER can be used to either optimize the sizing of each component or to validate that your pre-specified system capacities will meet the load specified.  Learn more about designing your generation system. 
DREAM Requirement:
  1. System Topology -  Either AC or DC coupled systems are acceptable.
  2. The proposed generation design must have a renewable energy production of greater than 90%, verified via the Platform’s embedded HOMER module. If HOMER cannot be used, please provide other technical justification in the Information > Project Files section of your Full Proposal. 
    1. Entering  90 (%)  in the Min Renewable Fraction section would discard any HOMER optimized systems that have the generator running to meet greater than 10% of the load annually. 
    2. Make sure the annual generation estimate from non-sustainable sources isn't greater than 10% any 12 month period
  3. Use Lithium Iron Phosphate (LFP) batteries when modelling your system
  4. The duration of power supplied from the designed system must be at least 20 hours/ day 
  5. You do not need to pull the grid component as the sites are not connected to the grid 

Distribution Design

  1. Input capital expenditures related to the distribution network and customer connections. Learn more about inputting distribution design costs.
  2. DREAM Requirement: 
  1. You must include 15kV or 33kV, Medium voltage lines in your design 
  2. Distribution voltage should be 230 single-phase (Households) and 400 volt 3 phase (PUE)

General Costs

  1. Input general costs related to site development and operating expenses. Learn more about tracking general costs.
  2. DREAM Requirement: 
  1. You are required to use a metering platform that can interface with the national mini-grid tracking platform of the Government of Ethiopia.  A metering platform used in the project must collect meter consumption and other related usage data from each connection at least on an hourly basis, with the capability to integrate with external applications via a publicly available Rest API. 

Revenue

  1. The Revenues module calculates your revenues based on your defined tariff structure and forecasted load profile. Learn more about entering your tariff structure

  1. Tariffs for the main customer types should not exceed the amount stated below

Financial

  1. In the Financials module, you will enter project-level sensitivities and account for ramping/growth rates for your load assessment. 
  2. The financial module uses all of the information you entered about your project to calculate key financial metrics. Learn more about calculating project financials.
  3. DREAM Requirement
  1. Make sure the expected life span of your project is 20 years.
  2. The baseline line year should be Year 2 

3. Submit your Full Proposal

There is a portfolio for each of the three lots containing all the project sites in your account. Complete the portfolios for the lots you are interested in and leave any portfolio for the lot you're aren't interested in empty.

DREAM Requirement

  2. Each portfolio only contains sites within the selected regional site lots.  You can refer to the table above highlighting the sites within each region/lot.  

  1. Review your Portfolio
  1. Navigate to the Finance Portfolios section of your account
  2. Navigate into the lots you are interested in to view the project sites in the lot
  1. Complete your Portfolio
    1. Complete the Proposal Narrative in the Business Plan section of the portfolio. 
    2. Upload the required documents in the portfolio Data Room
      1. Use the document checklist to check the required documents.
      2. Check off the checkbox next to each required document to ensure you are uploading all necessary documentation.
      3. Learn more about the portfolio Data Room.
    3. Submit your bid
      1. Navigate to the Portfolio Submission 
      2. Click on Submit Proposal to submit your Full Proposal to DREAM.
      3. Once you have submitted your proposal, the portfolio and projects will be locked for editing. To unlock your proposal for editing before the submission deadline, click on Withdraw Proposal
